Stresses that responsibility for providing primary or basic education lies with the State and that this type of education must be organised in such a way as to allow scope for 'second chances' and to ensure that all educational needs are catered for; stresses that skills development must be a shared responsibility between education providers and employers; insists that the industry/employers should be involved in providing and training people with the necessary skills in order for businesses to be competitive and at the same time boost people’s self-confidence;
