4. Provided that all relevant eligibility criteria are fulfilled, Member States may use European Structural and Investment Funds to contribute to the financing of eligible projects in which the EIB is investing with the support of the EU guarantee. National contributions to the financing of eligible projects in which the EIB is investing with the support of the EU guarantee are not required to comply with the criteria laid down in the Stability and Growth Pact.

Before 30 June 2017 the European Parliament and the Council must assess whether the resources made available to the EFSI are sufficiento force achieving the objectives of thise Regulation], the Commission shall submit a report to or whether there is scope for making additional resources available to the EFSI under the mid-term review of the multiannual financial framework 2014-2020. In the latter case, the European Parliament and the Council on the applicatshall make a decision ofn this Regulation accompanied by any relevant proposal. e matter within the above time period based on the proposal submitted by the Commission.”
