Is aware of the fact that poverty is the main reason for the spread of jihadist groups, but that this does not entirely explain the recruitment of European citizens because the economic crisis that has particularly affected some Member States in recent years might in any case have encouraged fundamentalist attitudes and membership of fundamentalist groups;

Encourages the development of targeted and regularly upgraded security and counterterrorism initiatives at Member State, EU and international level with a view to ensuring appropriate responses to emerging threats, including through working in partnership with neighbouring countries and regional actors; considers that the greatest care must be taken to ensure that these collaborative activities do not prejudice the fundamental and human rights of citizens of the EU and its partner countries;

Supports greater international cooperation to identify EU citizens who are at risk of becoming radicalised and travelling to join jihadist extremist groups, in every case ensuring full respect of the rule of law and protection of fundamental rights and freedoms; further calls for enhanced cooperation between the EU, its Member States, and third countries to divert European citizens from this course of action and to intercept them at the point of exit; argues that the declared intention of some Member States to forbid the re- entry of citizens suspected of jihadism does not seem compatible with international law;
