E. whereas, following the formation in June 2019 of a government committed to carrying out ambitious reforms, the Commission disbursed the first instalment of Macro-Financial Assistance, and resumed disbursements for sector budget support programmes; whereas the second and final part of assistance under Moldova's current Macro-Financial programme has been disbursed in July2020; whereas this assistance remains conditional upon implementing tangible reforms to strengthen the rule of law;

Is concerned by the very high level of disapproval of the judiciary, and therefore calls on the Moldovan authorities to ensure susceptibility of the judicial branch to political pressure that hampers its independence; calls on the Moldovan authorities to ensure transparency in the judicial appointment processes and that the Prosecutor General, his staff, and public prosecutors in general, work independently and abide by the highest standards of professionalism and integrity;

Is concerned by the very highthat corruption remains a widespread problem at all levels of perceived corruption in Moldova, andgovernment, and existing anticorruption laws are still not adequately enforced; it therefore urges the Government to step up the fight against itcorruption, as well as money laundering, arms smuggling and organised crime; calls on the Moldovan Government to adopt concrete measures to reinforce the independence and integrity of the National Anticorruption Centre’s Office and the Anti-Corruption Prosecutor’s Office;

Is worried that despite significant progress, major legal shortcomings remains in relation to gender-based and domestic violence; calls on Moldovan authorities to ratify the Istanbul Convention without further delay and to inform the public on the scope of violence against women and domestic violence as well as the measures envisaged by the Convention to prevent these phenomena in order to dispel misconceptions about the Convention;

Is concerned by continued the presence in the public debate of instances of hate speech, originating also from politicians as well as by religious and community leaders; underlines in this regard that women and LGBTI+ people in particular have been targeted; calls on public officials to refrain from engaging in hate speech and to public disavow hate speech whenever it occurs and on the authorities to fine-tune the legal and institutional framework to combat hate speech in order to counter the phenomenon with all available mechanisms;
