D. whereas EU citizens may not institute proceedings directly before the Court of Justice, nor do they have recourse to effective instruments with which to enforce their rights under the Treaties, including the Charter of Fundamental Rights; whereas the legal and political impact of the only bottom-up instruments for citizens in the EU, namely the European Citizens’ Initiative (ECI), complaints to the European Ombudsman and petitions to Parliament, is rather minimal;

Stresses that although the new ECI arrangements that came into effect in January 2020 are intended to encourage wider public participation in EU decision- making, they do not oblige the Commission to follow up citizens' requests, but rather leave it a high degree of discretion in deciding whether to act on or disregard the will of the people; asks that the regulation that established the ECI be amended to oblige the Commission to table a legislative proposal where the conditions for submitting an ECI have been met;
