Notes that the purpose of European cooperation in defence matters is to make Europe and its citizens safer and reduce costs by creating synergies; highlights that the Common Security and Defence Policy (CSDP) has been deeply impacted by Russia’s war, reducing fragmentation, and avoiding duplications, thus reaching a better final outcome and making better use of taxpayers’ money; highlights that the strategic implications of the Common Security and Defence Policy (CSDP) need to evolve and be adjusted in the light of the new international dynamics created by Russia’s war of aggression against Ukraine, and the operational aspects must be adapted to the lessons learned from the abovementioned conflict; notes that the European Peace Facility (EPF) has enabled an unprecedented support from EU Member States, including weapons, amounting to EUR 2 billion by the end of May 2022, but regrets that this is off-budget which does not allow for parliamentary scrutiny; calls for a joint reflection on how to better involve the parliament in this process;

Notes that the majority of external action spending is concentrated under the Neighbourhood, Development and International Cooperation Instrument - Global Europe (NDICI/Global Europe) and the Instrument for Pre-Accession Assistance (IPA III), which has ring-fenced budget allocations per geographical region, providing flexibility; believes that but due to the unprecedented pressure sees theon the budget, especially but only because of the Russian war of aggression in Ukraine, there’s an urgent need for new initiatives and proposals to be put forward;
