The principles of non- violence and the peaceful coexistence of two different systems formed the basis for this kind of policy. The formula was "change through rapprochement". These experiences show that the EU needs a new approach to establishing peaceful and cooperative relations with Russia. The best solution would be a strategy of pragmatic cooperation based on common interests. A re-militarisation of EU-Russia relations endangers peace and a confrontational strategy threatens a new arms race;
