(1) Criticises that the 360 degree threat analysis is not publicly available and therefore calls for a critical public debate on the actual threats. This debate should include the following points: - a geographical delimitation to determine where EU engagement is useful and necessary. - the objectives to be achieved by this engagement - the means the EU needs to achieve them and how they will be used - Cooperation with NATO, European partners and the regions concerned. EU’s guideline must always be de- escalation, dialogue and conflict prevention;
