A. whereas the importance of the Bologna Process is clearly apparent in the current economic situation should lie in pursuing the goals of growth based on knowledge and innovat, whereas the concrete commitment made to this process by the European Union, and wthereas this Member States, each in its own area of competence, should be clearly reflected in the revision of the Europe 2020 strategy, and in the implementation of the Juncker Investment Plan for European unswerving focus on the social dimension of higher education and the knowledge triangle, and whereas the Europe 2020 strategy should be revised accordingly;

C. whereas the real purpose of the Bologna Process is to ensure compatibility and comparability in standards and quality of different higher educational systems while respecting the autonomy of universities, as set out in the declarations adopted over the years, is to ensure full implementation of the rights in connection with education, work, training, research and universities that are laid down in national constitutions and of the related principles of freedom, equality, dignity, solidarity, social justice and citizenship that are enshrined in both the Universal Declaration of Human Rights and the Charter of Fundamental Rights of the European Union;

Notes that education imust be regarded as one of the main pillars of our society when it comes to promoting growth and jobs, andand a means of fostering human, social, cultural and economic development and, at the same time promoting high-quality jobs that will offer every individual a level of pay that is in keeping with the volume and quality of work they perform and, in all cases, sufficient to allow them and their families to lead a free and dignified life; stresses that greater investment in education is crucial to tacklking youth unemployment; effective action against poverty, social and cultural exclusion and unemployment, in particular among young people;

Notes that the Bologna reforms resultcarried out in the past 15 years have focused ion the launching of a European Higher Education Area (EHEA), and have allowed significant achievements in the past 15 yearwith a view to achieving significant progress in making higher education structures more comparable, increasing mobility, adjusting educational systems to labour market needs, and improving overall employability and competitiveness as well as the attractiveness of higher education in Europe; points out that, although small improvements have been made, there are still gaps in implementation and several of the goals set have not been achieved;
