Draws attention with satisfaction to the comment of the Court of Auditors about the reduction in the carryover of committed appropriations from 32 % in 2012 to 29 % in 2013; notes the comment from the Court of Auditors that these carryovers mainly concern procurement procedures concluded late in the year due to reasons mostly beyond the Institute's control and calls on the Institute to continue its efforts to progressively reduce them; and to deliver improved budget efficiency;c
