Maintains that the European institutions have to enable the national parliaments to scrutinise legislative proposals and that the Commission should accordingly provide detailed and comprehensive statements of reasons for its decisions concerning subsidiarity and proportionality; notes, however, that, in the main, opinions of national parliaments come from only a handful of Member States, and urges the other parliaments to participate more actively in the European debate;
