Reiterates the earlier comments suggesting that a comprehensive headquarters agreement between the Eurofound and the host Member State would further promote transparency in its operational conditions; acknowledges that Eurofound started negotiations with the Irish authorities; expresses its regrets however that thewelcomes that the seat agreement hwas not been signed until Marchsigned in November 2015.;
