Recital A
A. whereas the main goal of the EU Trust Fund (EUTF) for Africa, signed by the President of the European Commission, along with 25 EU Member States, as well as Norway and Switzerland, and launched at the Valletta Summit on Migration on 12 November 2015 by the European and African partners, is to help foster stability in the regions and contribute to better migration management; whereas, more specifically, the EUTF aims to address the root causes of destabilisation, forced displacement and irregular migration by promoting resilience, economic opportunities, equal opportunities, security and development;

2. Observes that, while EUTFs are mainly designed to leverage the contribution of EU Member States and increase the global visibility of European efforts, Member States show lack of commitment as regards achieving the target of 0.7 % of Gross National Income (GNI) for official development assistance (ODA), let alone the (insufficient) target of 5 % in relawhilst the contribution tof the EUTF for Africa represents only 5 % of the amount requested; calls on the Member States accordingly to respect their commitments as regards both the ODA 0.7 % target and their contribution to the EUTF for Africa;

Considers that the EU Trust Fund for Africa should contribute to the strengthening and improving of local services (social services, health, education, nutrition) and of governance, and that, culture) and of governance; considers that EUTF for Africa should contribute to develop occupation in sectors linked with local traditions, granting the respect for human rights and sustainability and to protect environment, the development of sustainable small agricultural entities and natural resources management; in this framework, local government should be the main actors in charge of public service delivered at the local level and civil society, non- governmental organisations (NGOs) and, international NGOs should play aand the diaspora organizations working for peace and development should play a complementary and pivotal role in addressing the root causes of migration and improving local services;

25. Recalls that EU migration policies should primarily focus on addressing the root causes of migration, by working to help create peace and stability and foster economic development, in line with Sustainable Development Goal 16, by improving work on promoting and organising legal migration channels, in line with Target 7 of Sustainable Development Goal 10, which provides to "Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planes and well-managed migration policies", by enhancing the protection of migrants and asylum seekers and of particularly vulnerable groups, by more effectively fighting exploitation and trafficking of migrants, and by working more closely with third countries to improve cooperation on voluntary return and readmissionon incentives for return and reintegration in countries of origin of high-skilled migrants voluntary return and readmission, in a way that promotes their enhancement;
