Considers that the EU should integrate into its comprehensive approach to external conflicts and crises the necessary tools for identifying and preventing at an early stage any atrocity crime; draws attention in this context to the Framework of Analysis for Atrocity Crimes drafted by the UN Office of the Special Advisers on the Prevention of Genocide and on the Responsibility to Protect; considers that the EU and Member States should always adopt a strong stance in cases where crimes appear imminent and use all thepeaceful instruments at their disposal, such as bilateral relations, multilateral fora and public diplomacy;
