Points out that LAC is highly vulnerable to natural disasters, a majority of which are attributable to climate change; calls on the Commission and the LAC countries to tackle the underlying causes and to take climate-resilience measures; urges that all responsible of natural disasters should be punished if personal responsibilities can be envisaged, even when the author of these crimes are acting through the screen of a corporate veil, and redress for victims should always be granted;
