Ba. whereas agriculture plays a major role in the achievement of biodiversity objectives; whereas the need for efficient food production to feed a rapidly increasing world population and energy policy objectives which call for increased use of biomass as an energy source are making significant demands of the farming industry, and whereas these objectives are dangerously at odds with the increasing demands in the areas of environmental protection and nature conservation;

Notes and regrets that there has not yet been a measurable improvement of the biodiversity status in agriculture;that the conflict between rising global demand for food, the aim of increasing the use of biomass as an energy source and increasing demands by environmental and conservation groups represents an acute problem for those concerned, a problem for which no coherent political response has yet been formulated ; recognises that the reformed CAP offers instruments to support measures to protect biodiversity, but that it is still too early to gauge the real effectiveness of the reformed CAP; welcomes the Commission’s plans to evaluate progress in implementing the CAP and urges the Commission and Member States to continue to monitor, assess and increase the effectiveness of greening measures and other rural development measures of the CAP; calls on the Member States to make better use of existing CAP and Cohesion Policy instruments to assist farmers and forestry operators; calls on the Commission to take into account its findings in the mid-term review of the CAP;

Strongly believes that the environment and innovation complement one another, and draws particular attention to nature- based solutions and technologies which provide both economically and environmentally smart solutions to address challenges such as climate change, scarcity of raw materials and pollution; calls on the Member States to take up these ‘calls’ under Horizon 2020; and calls upon the European Commission to develop assessments in the on-going and forthcoming reviews of legislation about if and how environmental and economic goals could support and supplement each other and be more effective in leaving regulatory room in order to enhance those smart solutions;
