Encourages the Member States to step up their support for small and medium-sized farms, in particular by making more use of the redistributive payment, and to introduce a ceiling on aid of EUR 150 000 across the board; calls on them furthermore to institute arrangements which will favour businesses that are organised efficiently and those which use the legal instruments of clustering of undertakings;
