Ca. whereas in the past in some cases the flexibility provided by trust funds has been used to fund operations to counter perceived security threats by the EU rather than security for development; whereas the EPF should always take into account implications on sustainable development when considering funding capacity-building measures for military actors; whereas the development and security nexus must be a funding principle of the EPF;

Cb. whereas non-proliferation and disarmament will have a significant effect to reduce the fuelling of conflicts and contribute to more stability, in accordance with the obligations stemming from the Treaty on non Proliferation of Nuclear Weapons and the related EP Resolution on nuclear security and non-proliferation (2016/2936(RSP)); whereas a world without Weapons of Mass Destruction is a safer one; whereas the EU has been a leading actor in banning nuclear weapons and should expand its role in this sense;
