A Member State may transfer PNR data and the results of the processing of PNR data to a third country only if the third country has a written agreement with the Member State on compliance with the requirements of this Directive, only on a case-by- case basis and if:

Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive at the latest twofive years after the entry into force of this Directive. They shall forthwith communicate to the Commission the text of those provisions and a correlation table between those provisions and this Directive.
