(41a) Pursuant to the decisions of the Sofia Declaration of 17 May 2018, this regulation should contribute to the improvement of reconciliation and good neighbourly relations in the Western Balkans by promoting deep links among civil societies in the Western Balkans and by facilitating continued cultural dialog thereof

(41b) This regulation should reflect the need to focus on the Western Balkans as a priority region within Europe as all countries in the region are either candidate countries or are expected to receive this status. This regulation should support the accession process of the candidate countries and promote reforms in prospective candidate countries as EU accession is the only way to ensure lasting security and stability in the region.
