Is alarmed by the low take-up and insufficient geographical coverage of the Erasmus+ Student Loan Guarantee Facility as well as the insufficient geographical coverage, limited to banks in three countries and universities in another two ; urges the Commission and the European Investment Fund to put in place an implementation strategy to maximise the Facility’s effectiveness;

Is worried by the stillcontinuing low project success rates under the Europe for Citizens programme and the Creative Europe Culture sub-programme (20% and 15% respectively in 2017); stresses that a more adequate levels of financing is decisive to tackle this unsatisfactory resultwelcomes the intentions of the Commission to establish additional qualitative and quantitative performance indicators about the latter and questions the possible effectiveness of the new Rights and Values programme, which will substitute the unsuccessful Europe for Citizens;
