Is convinced that a fair distribution of direct payments between Member States must take account of the principle of equal treatment and socio- economic differences, including differences in the size of farming populations and different production costs, which is necessary to ensure a level playing field for the agricultural sector, both on the EU single market and in trade with third countries.
