Notes with concern the Commission Communication entitled ‘A European agenda on migration’ (COM(2015)0240) and emphasises that it does not actually identify the reasons behind the uncontrolled influx of immigrants into the European Union; emphasises, furthermore, that the proposed system of compulsory refugee quotas is not in line with current political realities or with international developments and does not take into account Member States’ actual capabilities in terms of absorbing the relevant quotas of immigrants;
