Takes note of the fact that reasons for late transposition of directives varies from country to country, urges the Commission to conduct an in-depth analyses in Members States in order to gain comprehensive knowledge in this area and to combat future late transposition by providing solutions which are compatible with legal contingencies of particular Member States;

CWelcomes the European Commission's ongoing revision of the existing legislation under Better Regulation Agenda which aims at ensuring the high quality of EU legislation in terms of transparency, public consultation, implementation and compliance with the principle of subsidiarity, therefore calls on the Commission and the Member States to coordinate their efforts at an earlier stage of the legislative process with a view to ensuring that future EU law can be implemented more effectively, since overregulation might cause more harm to business and employment;
