Stresses that the benchmark goal of 40 % of the younger generation having a tertiary degree should not be fulfilled at the expense of quality in education; Expresses concern that despite unprecedented high percentage of people involved in formal education the level of youth unemployment in the EU remains high, the employment rate of higher education graduates has decreased and a quarter of those in employment have jobs which would not have required a third- level qualification; stresses that the benchmark goal of 40 % of the younger generation having a tertiary degree should not be fulfilled at the expense of quality in education; notes that artificial academisation of specific professions and forcing tertiary education rates is both counterproductive and represents a misuse of public funds;
