Stresses that national building stocks profoundly differ across the EU in their dominant building types, age, energy performance, ownership model, and type of heating system used; draws attention that this diversity is reflected in heterogeneity of policy packages established by Member States; emphasises that Member States need flexibility in development of their renovation policies, and considers a one-size-fits-all approach as counterproductive;
