Considers that the Commission's proposal to extend financial discipline to all beneficiaries of direct payments will not serve the objective of achieving a better balance in the distribution of payments between farms of different sizes, and therefore expects the current exemption from the financial discipline mechanism for farmers receiving up to EUR 2 000 in direct payments to be maintained;
