unless otherwise provided for in an international agreement concluded by the Unionwet-lease agreement signed by the Union that involves reciprocal rights and obligations for the parties and that is based on an existing Air Transport Agreement which has been signed before 1 January 2008, one of the following conditions is fulfilled:
