Calls for aStresses the need for an inclusive, dual online and offline approach, since this is needed to avoid exclusion, taking into account the current rate of digital illiteracy and the fact that more than 22 % of Europeans, especially elderly people, refuse to use online services when dealing with public administrations; stresses that there are multiple reasons for refusal to use online services, such as unawareness, lack of skills, lack of trust, and wrong perception, and that alongside an inclusive online and offline approach, these must be tackled to remove barriers to online participation;
