Recital 11
(11) Light duty vehicles generate two thirds of the negative environmental and health impacts of road transport. It is therefore important to incentivise the use of the cleanest and most fuel-efficient vehicles through the differentiation of road charges based on conformity factors defined in Commission Regulation (EU) 2016/42718, Commission Regulation (EU) 2016/64619, and Commission Regulation (EU) 2017/xxx20 . 4. Within three years after [the entry into force of the revised Directive], the Commission shall adopt an implementing act in accordance with the advisory procedure referred to in Article 9c(2), to define a harmonised set of indicatoestablish and chair an advisory body (“Infrastructure Forum”) which consists of representatives of Member States and representatives of user organizations. The advisory body's task is inter alia the promotion of good practices, the exchange of information and joint inspections of motorways in Member States and it may submit recommendations to infrastructure managers.
