Ac. whereas an International Labour Organisation (ILO) study in 2012 found that implementing an effective Youth Guarantee across the Eurozone would require EUR 21 billion (based on the Swedish example of a cost of approximately EUR 6,600 per participant) and whereas the amount provided for the Youth Employment Initiative by the Commission is less than one-third of the ILO's recommended figure, at just EUR 6 billion;

Calls for Member States to ensure all young people are provided with an Individual Needs Plan within 4 months of becoming unemployed; stresses that a complete skills audit should be incorporated into each plan, which can identify gaps between the skills of the unemployed and those required in potential economic growth sectors and employers; recalls that this should involve formal certification of 'soft skills' and non-formal learning as appropriate;
