Considers that austerity measures in several European countries are having a negative impact on industrial structures, resulting in a fall-off in investment and more difficult access to credit for manufacturersIs concerned by the recurrent problem of payment backlog, leading to late payments and delays in the implementation of programs and therefore looks forward to the Commission's payment plan to tackle this problem;

Calls for more social and public investments, without which it will be impossible to reach the target of raising industry’s contribution to GDP to as much as 20 % by 2020; recalls that all investments and projects should enhance environmental protection.Underlines the importance of an efficient use of cohesion funds, in order to maximise its impact in pursuing the objectives of the Europe 2020 strategy especially to support SMEs, research and innovation, and climate change mitigations; recalls that the cohesion policy should be used as investment tool and should go hand in hand with national and regional reforms policy;
