(22a) In Article 30, the following paragraph is added 4a (new) Having in view the governance of the Energy Union, a general review of the interaction between the EU ETS and other climate- air quality- and energy policies at European and national level shall be conducted every five years, taking into account the effects on the supply- demand balance in the carbon market, with the view to have more coherence and to avoid overlapping policies.
