1. Underlines that cultural and creative industries (CCIs) operate in a constantly evolving environment dominated first and foremost by the development and use of digital Information Communication Technology on a global scale, and by substantial changes to the applicable rules; stresses in this regard the importance of assessing the effects of digital developments on the cultural and creative industries, as those effects ultimately have a significant impact on investment, jobs, economic growth and innovation, to which the cultural and creative industries make a substantial contribution;

1a. Reiterates the need for the Commission to develop a cohesive and comprehensive long-term industrial strategy for the cultural and creative sectors (CCS) that will turn challenges like digitalisation and the review of copyright rules into new growth and job opportunities by creating a balanced legal framework; stresses the importance of the industrial strategy framework including the possibility of having a segment dedicated to culture and digital creativity; considers in this respect that the EU should include the development, promotion and protection of the cultural and creative industries in its strategic goals and overall political priorities;

2. Considers that the digital environment offers new opportunities for creators to produce and distribute their works to a wider public at a lower cost, independently of physical and geographical constraints; points out at the same time that the smooth functioning of the internal market gives the CCIs the chance to broaden their target public and develop their economic activities, thereby enabling them, inter alia, to better cope with international competition; advocates the need in this regard to promote and develop strategic investments so that the CCIs can boost cultural diversity, social and territorial cohesion and employment;

Recalls in this context that CCIs predominantly consist of a myriad of micro-, small and medium sized enterprises and freelancers, with limited bargaining power vis-à-vis the new digital outletsbig industrial groups, and especially vis-à-vis the new digital outlets; advocates in this respect the need to develop a balanced legal framework which reflects the specific characteristics of the sector and comprises the appropriate legal solutions for remedying this problem;

Stresses therefore that business models are challenged by continuous digital innovation and expresses its concern at the fact that the economic value of content is being displaced towards the end of the value chain thereby upsetting the system through which the creative community draws value from content, while facing losses resulting also from piracy;

5. Calls on the Commission, to effectively address the circulation of illegal digital content and to examine the different options, focusing on copyright related contracts, for improving fair remuneration of authors and creators thereby rewarding creativity and innovation while promoting transparency in the copyright value chain in the digital environment, and safeguarding national cultural and linguistic specificities and stimulating economic activity. Considers in this regard that attempts to counteract infringement of copyright should receive public backing and calls on the Commission to identify effective mechanisms for raising public awareness in this field.
