Highlights the vital importance of the approximately 2.8 million social and solidarity-based enterprises in the EU, which employ more than 13.6 million people, and their contribution to cohesion, social care, quality circular job creation, the circular economy, the fight against poverty and inequality, economic recovery, the reintegration of disadvantaged people, the inclusion of migrants and refugees in society, gender equality, improvements in health and the environment, biodiversity and the fight against climate change;
