Recital A
A. whereas rural areas face the urgent challenges of demographic decline and ageing, especially, youth out-migration and ageing affecting EU farming populations, along with rural abandonment,nd especially the smooth functioning of small and medium- sized farms, along with rural abandonment; whereas the effects of the COVID-19 pandemic, the energy crisis and Russia’s military aggression against Ukraine have created major difficulties as regards the proper functioning of the entire agri-food chain, which is the main driver of rural development; whereas these challenges are compounded by the lack of access to infrastructure and services, low incomes and fewer job opportunities;

Reiterates the need for full integration of the long-term vision for the EU’s rural areas in the current and future cohesion and common agricultural policy (CAP) programming frameworks, ensuring this is properly financed without prejudice to other CAP budget headings, so as to ensure that the rural dimension is properly addressed at all governance levels; stresses the need to ensure heightened cooperation between local, national and European authorities when developing and implementing agricultural policy, in such a way as to take into account the diversity of Europe’s rural areas;

5. Points to the importance of facilitating and promoting the use of multi- fund approaches to support the implementation of integrated projects for inclusive and sustainable rural development. reiterates the need to place the emphasis on synergy between EU- funded programmes, with a view to increasing the impact and efficiency of using such types of EU support. Also advocates that a coordinated approach be adopted to various sources of funding, such as EU funding, national funding and private investment, in order to maximise the impact and efficiency of rural development investments.
