Calls on the Member States and the Commission to encourage the creation of 'local agro-energy districts' constituting territorial reference units that bring together all the relevant skills to reduce the intermediate stages between the production of renewable energy from agriculture and the marketing thereof, thereby decreasing prices for European consumers and reducing distribution difficulties, while at the same time increasing the bioenergy market of agricultural origin and the number of employed in the sector;
