Notes that young people and women have particular difficulty in finding jobs in rural areas or starting a farm of their own; calls on the Commission and the Member States to ensure that funding for young farmers and support programmes for women in rural areas guarantee high- quality jobs with fair wages and that the investments made bolster and develop the local economy in a sustainable manner;
