Points out that micro, small, and medium-sized enterprises employ manythe majority of workers in the EU and that one of the main problems in setting up such enterprises and keeping them going is that of obtaining finance; proposes, therefore, that the microfinance element be expanded, and the potential of financial instruments under ESF to be further exploited with corresponding transparency and accountability;
