DeploreRecalls the fact that the Natura 2000 programme is not applicable to the French outermost regions; considers this situation to be particularly damaging to theBEST programme (voluntary scheme for biodiversity and ecosystem services in the outermost regions and the European overseas countries and territories) exists and has an objective of supporting conservation of biodiversity and the sustainable use of ecosystem services, and an approach to climate change adaptation and mitigation based on ecosystems in the outermost regions and the European overseas countries and territories (OCTs); points out that, in addition to this programme, Directive 2014/89 establishing a framework for maritime spatial planning lays down a mechanism that is very useful for protection ofng biodiversity andin the environment in those regions; maritime areas chosen;
