Suggests that the Commission should facilitate multi-stakeholder structural dialogue platforms, involving, for instance, organisations representing workers, entrepreneurs and employers, to build trust and agree common goals among different stakeholders, such as governments, donors, the private sector, local authorities and civil society organisations (CSOs), so as to create certainty from an investment and administrative perspective.
