(c) Member States may include products and components prepared for re- use by recognised preparation for re-use operators or deposit-refund schemes. For the calculation of the adjusted rate of packaging waste prepared for re-use and recycled taking into account the weight of the products and components prepared for re-use, Member States shall use verified data from the operators and apply the formula set out in Annex IVThe Commission shall promote the development of European Standards on the quality of materials entering the final recycling process. These standards shall be developed by the European Standardisation Bodies within three years after the entry into force of this Directive.
