Aa. whereas Iraq has been ravaged by decades of the dictatorial rule of Saddam Hussein, who initiated wars of aggression against Iran in 1980 and Kuwait in 1990; crippling sanctions; internal conflict after the US-led invasion of 2003, including sectarian violence and Kurdish secessionism, and the jihadist terrorism of the Da'esh; whereas all of these factors explain the magnitude of challenges Iraq faces as it strives to make progress towards better governance, economic progress and national reconciliation;
