Ba. whereas 13 % of young people aged 15–24 and 30 % of those aged 25–29 were neither in employment nor in education or training in the EU in 2013, with large divergences between countries (e.g. Luxembourg with 5% in both cases, and Italy with 22%); and taking into account the EU average rate of early leavers from education and training of 11.9% in 2013, almost 2 points above the EU2020 Strategy goal;

Calls on the Member States to use existing EU-level funding resources to support initiatives pursuing links with businesses and offering entrepreneurship education, especially SMEs but also with Trade Unions, and offering education and training programmes focused on entrepreneurship and raising individual skills, to low income young people, school dropouts, young people with low-skills in danger of long-term unemployment and young people with disabilities;

Calls on the Member States to promote the offer of micro-scholarships and micro- loans schemes to innovative students in secondary and tertiary education respectively in order to start their own ventures or projects with European facilities like Progress Microfinance and EaSI; and to facilitate access and return of loans, reducing prices and charges regarding the private placement and preventing these credits end up being a future slab for young people in their professional development and especially in the transition to working adult life;
