Urges the Member States to allow the establishment of co- management models for fisheries at local level based on participation, consultation and joint decision-making between all stakeholders and entities with shared interests in fisheries, including fishers; such management plans require comprehensive monitoring of catches to ensure sustainable resource exploitation, as well as to ensure a fair balance of socioeconomic conditions within the fisheries sector with a view to offsetting differences between segments of the fleet; stresses that these models are based on the maintenance of ecosystem services and on conserving exploited ecosystems by safeguarding them, which means applying an ecosystem approach to fisheries and adaptive management, with the establishment of a permanent information, analysis and action system with ongoing learning and constant feedback and agile decision-making;
