Points out that all prisoners have a right to serve their sentences in prisons as close as possible to their places of residence; condemns the prison dispersal policy applied by a number of states because it represents an added punishment for prisoners’ families, who are forced to travel much further than would have been necessary in order to visit prisoners; urges that measures be put in place to allow all prisoners being detained far from their homes to be moved closer;
