Regrets that the COP 23 Conference failed to promote convincingly measures on climate change that are effective, committed and urgent, and urges a redoubling of efforts so that at the next Climate Conference in Katowice (Poland) the rules and technical measures enabling the targets set at the Paris Conference to be met can finally be approved and even improved; sees however as positive the fact that the majority of the international community are standing firm on the goal of combating global warming, despite the announcement by the United States of its withdrawal from the Agreement; welcomes the approval by the Conference of a Gender Action Plan on climate action and the setting up of a platform that will enable indigenous communities, numbering some 370 million people, to be heard;

13a. Emphasises that there shall be a close relationship between investment under cohesion policy and Member States’ general plans for adaptation to climate change. The EU’s climate goals will have to be taken into account, therefore, in assessing the Association Agreements, while operational programmes will have to maintain a close link to each Member State’s adaptation strategies and plans, particularly in cases where EU funds account for a high percentage of the public spending available. Hence, the assessment of operational programmes will have to consider how effective they have been in contributing to cutting greenhouse gas emissions;
