Expresses concern at the fact that progress has slowed in meeting the EU’s 10% target for renewable energy use in the transport sector and draws attention to the importance of reaching that goal from the point of view of lowering greenhouse gas emission levels and reducing EU dependency on imported energy; calls on the Commission to promote a legislative framework offering prospects for advanced biofuels in the period after 2020 andMember States to set economic relocation strategies in motion and to be aware of the importance of town and country planning policies that ensure low-carbon mobility, and also, by providing an appropriate incentive to their use, to help open up ‘green’ jobs while averting adverse effects of indirect land-use change;
