Stresses that farmers and farm workers are, by virtue of their profession, exposed to a range of external factors, such as price and market fluctuations or even unpredictable weather, that make employment prospects precarious and insecure; considers that the Commission and the Member States must encourage the use of income- stabilisation and risk- management tools; these efforts shall be supported by the Commission;
