Notes with concern the clear statement of the 6th Cohesion Report that regional disparities widened in particular during the crisis years 2008-2011, meaning that efforts of cohesion policy will have to be significantly increased in order to reach the goals of economic, social and territorial cohesion as stipulated in Article 174 TFEU;

Insists on the need to enhance its support for the Middle East Peace Process and its determination to ensure the adequate amount of funding to UNRWA and the Palestinian Authority by increasing the level of commitment appropriations to EUR 300 million in payments and to increase it up to EUR 300 million in commitments in order to provide sufficient resources to ease the dramatic humanitarian situation and to support the efforts of reconstruction in the Gaza strip; is astonished that the Council has once again reduced the DB payment appropriations for UNRWA and the Palestinian Authority without clear justification; considers this line under- budgeted already in the DB;
